Open Question: Can you get pulled over for driving 5 miles over the speed limit in California in perfect driving conditions?

OK so my family and I went to California in 2008 because my dad had a music workshop in San Luis Obispo. I know California has different driving laws than my home state, New Mexico. I do know the speed limit on the freeways is 70 mph (65 mph or less in cities); in New Mexico it's 75 mph and I think it should be 75 on some freeways in California. In New Mexico, cops usually tolerate motorists going 5 over the speed limit. Can cops pull you over for going 5 or less over the speed limit in California. I never got pulled over for doing 72 mph on I-5 in central California when the speed limit was 70; I also didn't get pulled over doing 70 in stockton where the speed limit on the freeway is 65....
